Ravi Devaguptapu, P.E, PTOE - President

Ravi joined FTE over 18 years ago after completing his Master’s Degree in Transportation Engineering. He has been involved with a wide range of projects in long range planning, traffic engineering, transportation statistics, traffic operations design, public involvement and QA/QC. After becoming a partner in 2004, he has worked diligently in expanding FTE’s services with emphasis on quality work. As of 2010, he became the sole owner of FTE. Ravi earned a Bachelor of Science in Civil Engineering from Jawaharlal Nehru Technological University (Hyderabad, India) and a Master of Science in Transportation Engineering from Arizona State University. Ravi is a licensed Professional Engineer in the States of Florida, Georgia, Tennessee, South Carolina, Alabama, Arkansas, and North Carolina. He received the Professional Traffic Operations Engineer certification in 2003. He has held positions for several organizations including the Institute of Transportation Engineers (ITE) Fort Myers Chapter, Peace River Engineering Society, Hindu Temple of Southwest Florida, Indian Association of Fort Myers, and supports several non-profit organizations. He is a member of ITE and the Florida Engineering Society.

 


Oliver Rodrigues, P.E, PTOE - Senior Vice President

Oliver has over 20 years of professional experience in surface transportation throughout Florida. He is currently responsible for expanding FTE’s client base with public agencies, as well as the firms engineering and planning services. Prior to re-joining FTE, Oliver served as a senior engineer for a nationally ranked consulting firm. He then served as a practice leader for a regional engineering consulting firm. His professional experience includes numerous traffic engineering and design projects, as well as transportation planning and mobility studies for highways, transit, seaports and airports. Oliver earned a Bachelor of Science in Civil Engineering from the University of South Florida. He is a Florida licensed Professional Engineer, a certified Professional Traffic Operations Engineer, and a graduate of the Florida Engineering Leadership Institute. Oliver actively supports several non-profit organizations in his community, as well as professional organizations such as the American Society of Highway Engineers (ASHE), the Institute of Transportation Engineers (ITE), the Florida Engineering Society (FES), and the Florida Institute of Consulting Engineers (FICE), where he currently serves on the public relations and private practice committees.

 


Richard E. Marshall, PSM - Vice President/Surveying

Richard has over thirty years of experience as a Professional Surveyor and Mapper in the State of Florida including many projects with Districts 1, 5, and 7 of the Florida Department of Transportation (FDOT). Richard has served as Project Manager for many City and County projects including City of Tampa, Hillsborough County, Pasco County, Sarasota County, and Manatee County, Florida. Richard has extensive experience in land development projects throughout the Tampa Bay area. He has extensive experience in preparation of plats in Hillsborough, Pasco and Pinellas Counties. Richard has completed many alignments, topographic, specific purpose, and mean high water surveys for FDOT and other clients. He has prepared technical and price proposals for various projects and supervised field and office personnel in the performance and preparation of surveys. He has also completed numerous right of way surveys and prepared right of way maps on projects including Interstate 4, the Veterans Expressway, and the Florida Turnpike. He has managed numerous ALTA/ACSM Land Title Surveys and performed research, computations and analysis for numerous litigation support surveys and provided expert witness testimony.

 


Scott Farash, P.E, AICP - Senior Project Manager

Scott has 25 years of engineering experience, the last 20 years specializing in design and management of transportation projects, principally for FDOT. His professional experience includes major and minor roadway design projects and Project Development and Environmental (PD&E) studies. He has also managed District Wide Planning Contracts and Local Agency Program (LAP) projects. During his 14 year career at FDOT District 7, he successfully completed numerous roadway design projects and PD&E studies as engineer of record. He is responsible for FDOT design and PD&E work in Districts 1,5, and 7 and is currently working on expanding our surveying and mapping department, which is now pre-qualified with FDOT. Scott is actively involved in non-profit organizations including acting as current president for the Toastmasters International Big Wheels Club in Tampa, and is a past Vice President of the American Society of Highway Engineers (ASHE) Tampa Bay. Scott earned a Bachelor of Science in Civil Engineering from Florida International University, graduating with high honors. He is a Florida licensed Professional Engineer, a certified Planner with the American Institute of Certified Planners (AICP), and a Professional Transportation Planner (PTP), an ITE Certification.

 


Charles Sloan - Data Collection Manager

Charles has over 23 years of experience in collecting and entering TCI, RCI and HPMS data. He is trained in RCI-2 and attended the “Train the Trainer” course. He is certified in BT-04-0005, BT-04-0039, BT-04-0040, BT-04-0041, BT-04-0042, BT-04-0043, and has received training in RITA. He has collected and/or managed RCI/HPMS data in Districts 1, 4, 6 and 7. He has collected and/or managed TCI data in Districts 1, 2, 3,4,5,6, and 7. He is also proficient with PTMS inspection and installation. He manages field crews and has been responsible for obtaining and executing various traffic count and RCI data collection contracts.

 


Bill McBride - Director of Land/Sports Development

Bill has proven ability in master planning and permitting of infrastructure improvements over the last 21 years. He has been a key design team member in the civil engineering design, playing fields, permitting and project administration for several high profile Sports Complexes located in approximately 15 States, working directly with national and international sports architectural firms.

 


Joseph P. Daly, PLA, LEED, AP - Vice President/Senior Landscape Architect

Joe is a licensed Landscape Architect with over 15 years of experience in site master planning, landscape architectural design and construction management. His work has included land planning, conceptual and schematic design on large and small scale projects on to the construction documents and detailing of those concepts. Combining these talents with his ability to interact effectively and efficiently with the client, consultants and contractors allows for a streamlined, cost effective and successful project each time.
